Why it is a real question here
Most PC games have one storefront and the question never comes up. This one is coming to two: Steam, and the Xbox app on Windows via PC Game Pass. Two storefronts means two account systems and two friend lists, and joining across them is something a developer has to build on purpose.
So the practical version of the question is not the usual one about consoles. It is whether the friend who wishlisted it on Steam and the friend who is getting it through Game Pass can be in the same gang of four.
What is known
The store record lists online co-op. It does not carry Steam’s cross-platform multiplayer category, and the announcement does not use the word crossplay anywhere. That is the complete state of the public information.
Absence of the category is not proof of absence of the feature — a developer can add the tag any time before launch, and plenty do it late. But it does mean nobody can currently promise you it works.
What would settle it
A cross-platform multiplayer category appearing on the Steam record, a line in a store or Game Pass description naming it, or a direct answer in the game’s Discord, where the developers said they would be talking to players.
If you are planning a launch-night session with friends across both stores, treat it as unresolved until one of those three happens.
