Why that is the answer
No PlayStation version of any kind has been announced. The developer has said only that the team is focused on PC for now and will share news about other platforms if there is any — nothing specific to PlayStation, and nothing at all about older hardware. The published minimum specification is a single line, so there is not enough public information to say what could or could not run it.
No PlayStation version of any kind has been announced, so the PS4 question is a subset of a question that has no answer yet.
The one thing that can be said concretely: the Steam requirements block publishes exactly one line, "Requires a 64-bit processor and operating system", and leaves OS, processor, memory, graphics, storage and sound card as TBC. Until those fill in, nobody outside the studio knows how demanding the game is.
